Allied Democratic Movement (ADM)

The flag of the Allied Democratic Movement / Army is at this website. The ADM is a movement hostile to the Tutsi-dominated Rwandan refugees in Uganda according to their manifesto and of course to the "Museveni’s dictatorship".
Jarig Bakker, 08 Oct 2002

Following information on Flag Report 23 the ADM (popularly know as Allied Democratic Forces) had some success, after 1996 in South West Uganda, near the Congo frontier. It was a union of several small groups:  Tabliq (extreme Muslims), National Army for the Liberation of Uganda; and soldiers of the fallen governments of Rwanda (Hutus) and of Mobuto's Zaire. The leader was the analphabet Jamil Makulu (according to their website there is now a different chairman and general secretary). Financed by the sect  Salaf Muslim, (from Iran and Sudan). Their support came mainly from Muslims and it has control over a zone in the frontier with Congo. After 1998, the movement received substantial help from Kinshasa government and the attacks on the district of Western Uganda intensified after 1998.
